why give us passes when no spaces in car park?

just to gripe why issue disabled parking stickers when you arrive to find all the spaces are taken up (and not all by permit holders)and one has to park miles away ?to anyone with a red face reading this please take note from an already tired and out of breath mature student and its only 10 o clock!!!!!
